BEHAVIORIAL HEALTH SERVICES (BHS)

Welcome to the Behavioral Health Services (BHS) Program at ENCAP.

Since its’ inception Eastern Nebraska Community Action Partnership has been concerned with building self-sufficiency in the lives of people through our Behavioral Health Services.  We have been on the frontline of advocating for widening the tributary for additional service delivery.  Additionally, we have a long history of offering various program opportunities to strengthen the lives of individuals and families ranging from; Outpatient Mental Health and Substance Abuse Treatment to providing Psychiatric and Psychological Evaluations and Medical Management.  We offer various on site support groups to include Alcoholics Anonymous, Cocaine Anonymous and Marijuana Anonymous.  Behavior Health Services also includes a youth component through our partnership with Omaha Public Schools to provide on site Alcohol and Drug Education and Awareness Classes.  We have established a reasonable and affordable sliding fee scale to extend additional opportunities to families and we accept Medicaid and Medicare as well.

Psychiatric, and Psycological assessments and evaluations,

Medication Management,

Anger Management Classes,

Individual and Group Counseling (Level 1 - Outpatient Treatment)

The BHS Team

The BHS Team members are: Director, Mr Alex Gray, MA, NCC, LIMP, LPC, a Contracted Psychiatrist; Licensed Mental Health/Substance Abuse Therapists; and a Licensed Alcohol Abuse Counselors,. We Partner and provide training and supervision to students, interns and practicum students from Community Colleges, undergraduate and Graduate schools who may provide services under the supervision of a fully licensed team member.

All BHS professionals strickly adhere to the "Code of Ethics," dictated per their professional credentials.


Your Rights

Over the years, it has developed a special interest and expertise in working with culturally different groups; especially among African American communities.  Because ethnicity/race, socio-economic status, and the other diverse characteristics of the consumer does affect the therapeutic relationship, the strengths and positive traditions from the cultural heritages of local families and communities are recognized, appreciated, and used to guide culturally appropriate approaches for service delivery in counseling.  In addition, specific expertise has developed in meeting the counseling needs of men and women transitioning out of controlled environments.  Emphasis is given to helping these individuals to further develop and maintain constructive behaviors promoting the substance free lifestyle of a law abiding citizen. 

Treatment services at ENCAP are provided without regards to age, sex, gender indentity, sexual orientation, race, creed, ancestry, color, national origin, familial status, marital status, financial hardship, or disability.

You have a right to request or refuse treatment if the extent allowable under law. The to treatment at ENCAP is not absolute if your treatment recommendation from an assessment or evaluation requires services not provided by our outpatient program or it is in the best interest of the customer and ENCAP if the customer is referred elsewhere. Under these circumstances, you do have the right to know the reasons in writing for denial of any treatment services.

How To Access BHS

The BHS department hours are: Monday - Friday, 8 am - 5 pm ( except holidays). mandatory client screenings for admission or a referral are on Tuesdays, from 9 am to 3:00 pm, as a walk in service. All necessary initial forms to continue the process to address your need(s) will be done at this time. Your profile/case will be reviewed by the BHS team the following day (Wednesday) and at that time the most appropriate provider to meet your needs will be assigned. WIthin 72 hours you will be contacted and an appointment scheduled.

The Behavioral Health Services (BHS) at Eastern Nebraska Community Action Partnership (ENCAP) is an Outpatient Treatment (OT) program (Level I care) providing comprehensive assessments, counseling, and education on recovery from mental health and/or substance abuse (co-occurring) related issues.  Modality of services involves individual, group, and/or couples/family sessions that generally address situational stressors, chemical addictions, psychiatric related illnesses (outpatient medication management), and the impact of traumatic life experiences on low income individuals and their families. Funding is sought through Medicaid, Medicare, and self-pay (based on a sliding fee scale), Region 6 Behavioral Health, and other grant affiliated sources such as the Community Service Block Grant (CSBG) for Community Action Agencies (CAA). 

 

BHS Mission

The mission of the ENCAP Behavioral Health Services Department is to provide the highest quality care to culturally and ethnically diverse individuals (youth, adults, and seniors) and their families who are economically challenged and suffer from the affliction of addiction, trauma, and mental illness. 

Who is the BHS Customer? Our customers are culturally and ethnically diverse individuals (youth, adults, and their families) who are economically challenged and are in need of professional and non-professional resources and supports to relieve afflictions associated with addiction, trauma, and mental illness. 

Confidentiality

Written information and services received through the BHS Program are confidential as mandated by state and federal laws including HIPaa regulations.

Documents pertaining to your personal information and treatment are not released without your written permission except under the following circumstances (known as Limits of Confidentiality)

1. Information from a treatment file is requested by a valid court order or subpoena signed by a judge and naming a specific individual.

2. A customer presents a serious threat of physical harm to oneself of another person. In the case of threatening another person, the intended victim and police will be notified.

3. Child or adult abuse is identified or suspected pursuant to the laws of the State of Nebraska ( Neb. Rev. Stat. Sections 28-732 and 28-711)

4. If a customer is experiencing a medical emergency at the ENCAP facility, information if disclosed to appropriate medical emergency personnel.

Please note that BHS personnel may listen to information about you volunteered by an outside source. However, personnel will not share information about you with an outside source unless you have given your written permission to do so.
