ENCAP History

Eastern Nebraska Community Action Partnership (ENCAP) is located in the heart of North Omaha and is a non-profit community based organization providing social and human services to low income persons since 1965.   ENCAP is a member of the national network of Community Action Agencies (CAA) dedicated to fighting the war on poverty through the Community Services Block Act of 1981 and is designated by the state of Nebraska to serve low-income residents of Douglas and Sarpy Counties.  The mission of ENCAP is to eliminate the causes of poverty by strengthening individuals, families and communities through self-sufficiency initiatives in Douglas and Sarpy Counties.  Throughout its years of operation to combat poverty, ENCAP has planned its anti-poverty strategies in accordance to 12 national indicators of Community Action (CA) performance. These indicators address the broad domains of community, family, and organization structured under the following six national goals of CA: 1) Low-income people become more self-sufficient; 2) The conditions in which low-income people live are improved; 3) Low-income people own a stake in their community; 4) Partnerships among supporters and providers of service to low-income people are achieved; 5) Agencies increase their capacity to achieve results; and 6) Low-income people, especially vulnerable populations, achieve their potential by strengthening family and other supportive systems. 

 

40 + Years of Service

For more than 40 years, our agency had
operated under the name GOCA, an acronym for Greater Omaha Community Action.

Now renamed Eastern Nebraska Community Action Partnership, or ENCAP, we are linked statewide to eight other agencies and the National Community Action Partnership, a network of over 1,000 Community Action agencies. This puts real power behind our ability to assist our two Eastern Nebraska counties, Douglas and Sarpy, to which we are dedicated.

Eastern Nebraska Community Action Partnership participates in several community alliance initiatives (partial list includes: African American Empowerment Network, Empower Omaha, MACCH, Eastern Nebraska Office of the Aging) addressing specific needs in the area of services provided for at-risk youth, domestic violence, homelessness, senior citizens services, immigrant services, prisoner re-entry, health and healthy families, employment and education initiatives.  ENCAP’s participation includes task force membership, problem solving work groups, referrals, and providing information to partners concerning the services that the agency can offer the community in an effort to reduce the gaps, duplication, and to make referrals in areas we currently do not offer services.
