
Our Mission: To eliminate the causes of poverty by strengthening individuals, families, and communities through self-sufficient initiative in Douglas and Sarpy Counties.
Easterner Nebraska Community Action Partnership (ENCAP) was formed as Greater Omaha Community Action (GOCA) in 1965, to lead the Omaha area’s participation in the Federal Economic Opportunity (Anti-poverty) Act. Then GOCA was tasked to study and approve anti-poverty projects implemented by local agencies and helped channel Federal funds to get the projects developed. GOCA later expanded into a full direct-service agency.
